ASEAN COMMITTEES IN THIRD COUNTRIES AND INTERNATIONAL ORGANISATIONS (ACTC)

​​​​Guna mempromosikan identitas dan kepentingan ASEAN di  negara lain, di beberapa negara telah dibentuk Komite ASEAN di negara ketiga dan/organisasi(ASEAN Committees in Third Countries and/or Organisations) yang beranggotakan  Kepala perwakilan negara ASEAN di negara ataupun organisasi internasional.

 

Komite ini berfungsi sebagai perwakilan ASEAN di ibukota negara dimana komite tersebut dibentuk dan bertugas sesuai arahan Sidang Menteri Luar Negeri ASEAN (ASEAN Foreign MinistersMeeting/AFMM) serta bertanggung jawab kepada AFMM. Komite tersebut juga dapat memberikan rekomendasi mengenai peningkatan hubungan antara negara ASEAN dengan negara/organisasi penerima kepada Komite Wakil Tetap ASEAN (Committee of Permanent Representatives/CPR) atau Pertemuan Pejabat Senior ASEAN  (Senior Official Meeting ASEAN) melalui Sekretariat ASEAN.

 

Saat ini selain di negara-negara mitra dialog ASEAN, dengan persetujuan AFMM dan rekomendasi CPR, komite ini juga telah dibentuk di negara-negara yang secara formal bukan mitra dialog ASEAN seperti  di Mezir maupun Venesuela.

The establishment of the ASEAN Ankara Committee (AAC) was agreed by the ASC and the Secretary-General of ASEAN sent a notification on 22 February 2007 conveying the ASC approval.

 

However, the formal establishment date of ACC was 1 January 2009.

The ASEAN Committee in Beijing was established on 24 September 1996.  It was established after China was granted ASEAN's full Dialogue Partner status during the 29th ASEAN Ministerial Meeting (AMM) held in Jakarta in July 1996.

 

The 2/30 ASEAN Standing Committee (ASC) held on 16-17 January 1997 in Lombok, Indonesia approved the establishment of the ASEAN Committee in Beijing (ACB).

Proposing for establishment of ACR letter dated March 2011 by six AMS namely Indonesia, Malaysia, Myanmar, the Philippines, Thailand and Viet Nam. The letter was forwarded by CPR Chair to SG in his letter No. D-0028/WATAPRI/IV/2011 dated 8/4/2011.

 

SG, in response, wrote to CPR in his letter No. APSC/ER1/133/ACTC-ASEAN Committee in Rome/002 Dated 11/4/2011 seeking CPR consideration and recommendation to AFMs for endorsement of the proposal.

 

AFM formally endorsed the establishment of the ACR on 19 August 2011.
