The Ministry of Public Works in cooperation with the Government of Indonesia and Japan International Cooperation Agency (JICA), in coordination with the Embassy of the Republic of Indonesia and the Embassy of Japan in Dili, Timor-Leste, will co-organize a seminar on road development as the final excursion of the Project on Infrastructure in Road Sectors, South-South and Triangular Cooperation among Indonesia, Timor-Leste and JICA, on November 26th, 2012 at Delta Nova Building in Dili.
The Seminar will highlight the role of road sector to support national development of Timor-Leste, sharing experiences of Indonesia, and promotion of collaboration of Japan in the area of capacity development on road sector in Timor-Leste. High level government officials from the three countries will be present to report their support in the collaborative efforts as well as to extend recommendations for future possibilities of partnerships.
The Government of Timor-Leste has been working together with the Government of Indonesia and JICA under the framework project of South-South and Triangular Cooperation since January 2011. The two-year project has trained a total of 39 (thirty nine) road technicians from Timor-Leste in Indonesia through observation and on job experience for practices on road reconstruction & rehabilitation and road & bridge maintenance, and complimented with the dispatch of 8 (eight) Indonesian road expert missions to Timor-Leste to observe the application of the knowledge on site and draw recommendations for concrete follow up actions.
The project was based on the proposal from Government of Timor-Leste to the Government of Japan and the Government of Indonesia to maintain its current road network, including a major program of road rehabilitation, repair and improvement as specified in the Strategic Development Plan 2011-2030. Considering Japan’s focus on road sector as one of its prioritized cooperation areas in Timor-Leste and Indonesia’s experience in the sector, South-South and Triangular Cooperation was explored and promoted as a prioritized option in compliment to other bilateral development support engagements to tackle and accelerate the road development to contribute to the social and economic development in Timor-Leste.
The seminar will be divided into two (2) parts. The first day is a high-level and general session that will be opened by the Prime Minister of the Democratic Republic of Timor-Leste and remarks by the Secretary General of the Ministry of Public Works of the Republic of Indonesia and representative of JICA. This session will present road development in Timor-Leste and an example that can be done through a triangular cooperation framework. The second day is the focused group discussion session for technical participants and ex-trainees of the project to draw recommendations for future collaborations.
