1.The Establishment of Foreign Missions and International Organizations

A.     Diplomatic Mission

The establishment of diplomatic mission will be conducted by mutual consent between sending state and the government of Indonesia through exchange of note. Procedures to establish diplomatic mission as follows:


    1. The Minister of Foreign Affairs of the sending state convey the purpose of establishing diplomatic mission through diplomatic channel;

    2. The Minister of Foreign Affairs of the Republic of Indonesia will then send the approval of the establishment through diplomatic channel;

    3. The Sending state may send envoy to handle all matters related to the establishment of the mission in Indonesia.

 

B.     Consular Post

The establishment of consular post will be conducted by mutual consent between sending state and the government of Indonesia through exchange of note. Procedures to establish diplomatic mission as follows:

 

  1. The Minister of Foreign Affairs of the sending state convey the purpose of establishing consular post through diplomatic channel;
  2. The Minister of Foreign Affairs of the Republic of Indonesia will then send the approval of the establishment through diplomatic channel;
  3. The Sending state may send envoy to handle
 

C.     Diplomatic Mission for Non-ASEAN Member State

The establishment of Diplomatic Mission for Non-ASEAN Member State will be conducted as accorded with Procedures for the Accreditation of Ambassadors and Establishment of Diplomatic Missions to ASEAN from Non-ASEAN Member States and Relevant Inter-Governmental Organizations listed on the ASEAN Charter.  ​

To establish Diplomatic Mission accredited to ASEAN, the sending state shall inform the intention through diplomatic channels to the Ministry of Foreign Affairs of the Republic of Indonesia. Furthermore, the Ministry of Foreign Affairs through Indonesian Permanent Representative to ASEAN will convey the intention to Committee of Permanent Representative to ASEAN. After granted the approval from the Committee of Permanent Representative to ASEAN, Directorate of Diplomatic Facilities will inform the approval for the establishment of Diplomatic Mission accredited to ASEAN through the diplomatic channel.

 

D.     Honorary Consulate      

The establishment of honorary consulate may be conducted after honorary consul receive Exequatur from the Government of Indonesia.

 

E.     International Organization Office        

The establishment of international organization may be conducted after honorary consul receive approval from the Government of Indonesia.

 

F.     Trade, Tourism, and Cultural Office

The Government of the Republic of Indonesia recognize 2 (two) types of Trade, Tourism, and Cultural Office: Governmental Office or Semi-Governmental Office and Non-Governmental Office

 

  1. Governmental Office​

​1.a General Requirements:

    • Non-profit oriented (no fees charged for any activity organized by the office);
    • The Office should be under Foreign Diplomatic Mission of the sending state;
    • All correspondence sent to the Ministry of Foreign Affairs of the Republic of Indonesia shall use the diplomatic note from the Diplomatic Mission of the sending state.

​1.b Procedure
    • Foreign Mission intending to open the Office shall submit the request to the Directorate of Diplomatic Facilities of the Ministry of Foreign Affairs of the Republic of Indonesia. The request should explain about the purpose of the establishment, the size of the office and staff, the main activities of the office and other relevant information.
    • Directorate of Diplomatic Facilities will send the approval in accordance with the assessment from relevant institution through diplomatic channel.

 

2.  Non-Governmental Office

Non-Governmental Offices should conclude memorandum of understanding with relevant Ministry/Agency before establishing its office.

 

 

2. Assignment of Diplomatic Official and Staff in Indonesia

Approvals for the assignment of diplomatic official and staff member employed by diplomatic missions/consular post in Indonesia are the jurisdiction of the Ministry of Foreign Affairs of The Republic of Indonesia. To be recognized as a "diplomatic agent," Foreign Missions shall submit diplomatic note informing the intention of his/her appointment and duties that need to be performed. Directorate of Diplomatic Facilities will send the approval for the accreditation in accordance with assessment from relevant department within the Ministry.

To be recognized as a "Consul General or consular agent," Foreign Missions shall submit diplomatic note informing the intention of his/her appointment and duties that need to be performed and enclosed with CV, and recent photograph. Directorate of Diplomatic Facilities will send the approval for the accreditation informing the intention of his/her appointment and duties that need to be performed. Official recognition of the Government of the Republic of Indonesia for the appointment of a Consul General or consular agent will be written in a Letter of Exequatur after receiving a Letter of Commission from the sending state. After obtaining visa, consular agent may enter to Indonesia. However, his/her function as consular agent could not be exercised until the issuance of letter of exequatur.

 

3.   Assignment of Defense and Technical  Attaché  in Indonesia​

To obtain the approval for accreditation of military personnel and/or police officer, foreign missions should submit diplomatic note informing the intention of his/her appointment and duties that need to be performed, CV, and recent photograph (uniform dress). Directorate of Diplomatic Facilities will send the approval for the accreditation in accordance with assessment from relevant agencies. After obtaining approval from Directorate of Diplomatic Facilities, military personnel and/or police officer may apply visa.

To obtain the approval for accreditation of technical attaché, foreign missions should submit diplomatic note informing the intention of his/her appointment and duties that need to be performed. Directorate of Diplomatic Facilities will send the approval for the accreditation in accordance with assessment from relevant agencies through diplomatic channel.

​4.  Identity Card (ID Card) for Diplomatic Official and Staff

 

Directorate of Diplomatic Facilities will issue the Identity Card (ID Card) for Foreign Missions and International Organizations based on type of visa and stay permit which issued by Directorate of Consular Affairs. Directorate of Diplomatic Facilities will also issue the ID card for Honorary Consul accredited to Indonesia ​

ID card holders are advised to carry their ID cards with them in order to be able to prove their identity and their registration with the Ministry of Foreign Affairs. Ministry of Foreign Affairs would not issue ID Card for children under 17 years old and/or been married.

 

Types of ID Card

 

a.     Diplomatic ID Card (Red Border) will be given to:

    • Ambassador and his/her family
    • Foreign service officers who have a diplomatic rank and their family
    • Technical Attache and their family

b.     Consular ID Card (Orange Border) will be given to:

    • Consul General and his/her family
    • Consul and his/her family
    • Consular Officers and their family

c.      Service ID Card (Yellow Border) will be given to:

    • Administrative Staff and their family
    • Technical Staff and their family
    • Spouse of Diplomatic and Consular Office holders of ordinary passport

d.      International Organizations ID Card (Blue Border) will be given to:

    • Head of International Organization Office and his/her family
    • Staff of International Organization Office and their family
       

e.     Honorary Consul ID Card (Green Border) will be given to Indonesian national who was appointed as honorary consul by sending state.


f.       White ID Card (White Border) will be given to:

    • Non-Diplomatic Staff at Foreign Missions
    • Foreign Teacher
    • Locally employed staff from the sending states
    • Personal staff of The Head of Mission

5.  Airport Pass

A.   Annual Airport Pass (New)

    • Foreign Missions and International Organizations shall submit documents requesting the Annual Airport Pass to the Diplomatic Facilities's Counter and email to Sub Directorate of Registration, Regional Visit and Accreditation: fasdip.dafis.kundak@kemlu.go.id
    • Foreign Missions and International Organizations inform the desired schedule for screening test at the Airport Authority Office.
    • Once the documents completed, the Ministry of Foreign Affairs will input the data to the system and Ministry shall inform the registration form of New Airport Pass through email or Diplomatic Facilities's Counter. The registration form shall be showing to the officer at the Airport Authority Office before the test.
    • After the test is completed, Foreign Missions and International Organizations shall inform the Ministry. Ministry will issued Invoice for Non-Tax Revenue payment (PNBP).
    • After payment is completed, Foreign Missions and International Organizations shall inform the Ministry to scheduling photo shoot and issuing new Airport Pass.

B.   Renewal of Airport Pass

    • Foreign Missions and International Organizations shall submit documents requesting Renewal of Airport Pass to the Diplomatic Facilities's Counter and email to Sub Directorate of Registration, Regional Visit and Accreditation: fasdip.dafis.kundak@kemlu.go.id
    • Once the documents completed, the Ministry of Foreign Affairs will input the data to the system and Ministry will issued Invoice for Non-Tax Revenue payment (PNBP).
    • After payment is completed, Foreign Missions and International Organizations shall inform the Ministry to scheduling photo shoot and issuing new Airport Pass.

C.   Visitor Pass

    • Foreign Missions and International Organizations shall submit documents requesting Visitor Pass to the Diplomatic Facilities's Counter and email to Sub Directorate of Registration, Regional Visit and Accreditation: fasdip.dafis.kundak@kemlu.go.id
    • Once the documents completed, the Ministry of Foreign Affairs will input the data to the system.
    • After the Visitor Pass accepted by the Airport Authority, Ministry will inform the photo schedule through email or Diplomatic Facilities's Counter. The schedule shall be submitted to the Airport Authority Officer prior to the use of Visitor Pass.
    • Foreign Missions and International Organizations shall return the Visitor Pass to the Airport Authority Officer or Officer in Charge (OIC).

D.    Lost or Stolen Airport Pass

In case of loss of the Annual Airport Pass, Foreign Missions and International Organizations shall immediately report to the Police. Furthermore, Foreign Missions and International Organizations shall report to the Ministry of Foreign Affairs to process the replacement of new airport pass by attached the following documents:

Note:

    • Documents submitted to Directorate of Diplomatic Facilities's Counter are diplomatic note, copy of passport, ID Card and Police Lost Report.
    • Non-Taxes Revenues Payments can be paid through Banks and merchants listed in the Invoice.
    • Process in the Airport Authority Office can be done in 1 (one) day working.
    • The above provisions apply for the Airport Pass of the Soekarno-Hatta International Airport. For Consular Post, the Ministry of Foreign Affairs will issue the recommendation letter to be processed at the Local Airport Authority Office.


6.  The Appointment of Honorary Consul

Based on the Ministry of Foreign Affairs' Circular Note Number D/0169/11/2009/64 dated 30 November 2009, an Honorary Consul must be an Indonesian citizen. Foreign Missions intending to appoint the Honorary Consul accredited to Indonesian shall request approval through a diplomatic note specifically mention his/her accredited city and enclosed the following requirements:

    • A copy of Identity Card (issued in the accredited city)
    • A copy of Passport
    • Curriculum Vita
    • Contact Number
    • Recent Photo

Once the approval has been granted, the Directorate of Diplomatic Facilities will issue a Letter of Exequatur.

 

 7.  Official Visit of Ambassador, Diplomatic Officials, Staff and International Organization

Foreign Missions and International Organizations shall inform the plan of regional visit at least 14 (fourteen) working days prior to the visit by attached the following documents:

    • Diplomatic Note
    • Copy of Passport
    • Copy of Stay Permit
    • Copy of ID Card issued by the Ministry of Foreign Affairs
    • Curriculum Vitae (CV)
    • Tentative Agenda

       

Applications for regional visit received by the Ministry less than 14 (fourteen) working days cannot be processed.
